Theres a guy in Southeast Michigan makes those for magic shops. Does it with an industrial lathe or cnc machine. Pretty neat and I think they sell for 5-10 bucks in novelty shops. You can see the line in your second pic where he hollowed out the one coin inside the rim. Its a tight fit and I assume he also uses some epoxy.
Yes, it's such a tight fit that if closed it's tough to get apart.
I found several in roll searching but they only had one side. One day I noticed this one had something stuck in the obverse. After getting it open I saw it was the paper thin revese stuck in backwards. If you look close at the blury reverse pic you can see the toning pattern from the lathe lines.
