Is there anyone on the message forums knowledgable about Presidential stuff?--Inaugural Address book

I saw a book earlier today. The title is something like The Inaugural Address, It is a small blue hardback book. There is a typed letter bound with the other pages and it is signed by Bill Clinton. It was a thank you letter. It's from 1993. It was also numbered 331 out of 400. The letter was addressed to a Mrs. Smith.
So, my question is does anyone know anything about these books? Any help greatly appreciated.

Back in the summer of 1975, the class VI store at the sub base in Groton, CT.,
was selling Billy Beer for $3.25 a case, to get rid of it. I know; I'm sorry I did
