it's legit, it was a promotion that came with a Scott Travers Coin Collecting kit some years back......the coins are always low grade and seem to all be from the teens and twenties (i once gave a pretty good run at a known date run of these)

I had one of these holder a while ago then i tried to sell it a bunch of people thought it was fake it was an early version of the current "genuine" program
somewhere i've got my list of the dates i used to own......i KNOW i had a 16 and 17 and i'm thinking i have seen a 21 as well.......i distinctly remember 22 being elusive however (may not exist in this slab type)
and like i mentioned before, i believe these were mass produced to market a Coin Collecting Kit/Book that Travers put out......can anyone confirm this?? thanks
