What's with this Jefferson

I found this in pocket change.
There is a step-off under "In God We Trust" and "Liberty 1971" and under the jaw, up the cheek and back to the ear to the que.
What sort of flaw/error is this?

Bad metal mix that may have ended up delaminating in part. Would need a better picture.

Soak it in water for a while and see if the step goes away. I think you've got clear glue around the letters that has flaked off in the field.
