I stand corrected about the guesses...but yes the grade is laughable
Although it appears to be undergraded, it is a proof, and therefor may have some hairlines not visible in the photos holding it back to the grade assigned.

There are several hairlines, but only on the slab. I'm looking at the coin through a 10x and 15x loupe and there are no hairlines visible. There are no spots, with the exception of a couple of specks, no marks or distractions, a very good strike with plenty of luster (or since it's a Proof we'll say shiny surfaces). I think this is one that just plain fell through the cracks of PCGS.
