Half point grades: Only on re-grades?

Has anyone received half-point grades on any card submissions other than re-grade submissions of existing slabs? If half point grades are legitimate, shouldn't they be issued on raw submissions? Just wondering before making a raw submission...

Half-point grades are given on regular subs .... Here's a recent example!.
