PCGS debating to recognize Error Coins on Lincoln Formative Year Cents????

PCGS is trying to work on policy to recognize or not to recognize the different error varieties on the 2009 Lincoln Formative Years Cents. As of today, PCGS has made an initial decision NOT to recognize any of the double die thumb varieties. I can understand not recognizing the minor varieties as that can be diffucult, but there are two distinct major varieties of the double thumb and shouldn't those at least be recognized?

What do you think? Isn't is PCGS's responsibility to recognize variations of errors? Therefore making it safer for collectors when purchasing error coins???
Thank you!
