Do you bother to resub low pop commons that -just- miss?

Curious as to where you would draw the line on resubmitting those low pops that just miss the grade.
Per and earlier post of mine, I had several 1975s come back PSA 8 which are POP 15 or less. Didn't really think about a crack-resubmit because I was so surprised by the 8s, but it was interesting that the one 9 I got the population is in the 60s.
