Presidential $ edge lettering question. When did it change?

It was reported on my site SmallDollars.com, as well as many other sites, that the 2009 Presidential Dollars would have the edge lettering of seven stars, followed by the date/MM, followed by six stars, followed by E Pluribus Unum. However it has been pointed out to me that instead they have the same edge lettering as the 2009 Native American $1 which is ten stars, followed by the date/MM, followed by 3 stars, followed by E Pluribus Unum.
There is a CCAC meeting minutes report that states the 2009 Native American $1 will have the same edge Presidential Dollar, but when was the change made/authorized to use 10x3 stars instead of the original 7x6 stars?

Ain't nobody got any of these coins at home they can look at?????
I expect that either the NA edge lettering was simply adopted (since they went into production in late 2008) for the Presidential Dollars or there may be another new round of Position A/Position B error coins to look for.
The name is LEE!
So, apparently they did the change in plans right, but just never bothered to announce it.
