World coin question..."Frosted VIP"??

I have just recently started slabbing some of my world coins, and have this general question concerning British Empire coins. The Krause world catalog mentions something called "frosted VIP" as a designation for very high-end proof Crowns, particularly for the years 1937, 1951, 1953, and 1960. PCGS has designated a handfull of these, but evidently has stopped. Are these defined as Cameo, or Deep cameo, or something else. I know they are not Matte proofs, as they are so designated (and BTW, extremely rare!). Any feedback would be appreciated.
