It looks to be the matching obverse die crack to the business strike reverse die crack shown here (2nd page)

Some don't like die crack errors but that one sure is nice and will carry a hefty premium.

In regards to grading would the die break not only exclude the coin from being a 70, but also a 69, or 68 or....?
