Question about a1917D Reverse Walking Lib. in a SEGS slab

I was looking at a 1917D Reverse Walking Lib Half graded MS63 in a SEGS slab today and to me it looked no better than AU55-58. I know that the Denver mint was notorious for weak strikes on the early WLH and I was wondering if it was just me or if SEGS could be that far off on it's grading. Unfortunately, I don't have a pic because it was at the local B&M.

I've never bought a coin in a SEGS slab and I know they are questionable at best. What are your thoughts.

    I only own 1 ex SEGS coin...

    This O/C 1907-S was formally SEGS MS63 now housed in a PCGS AU58 holder.

    From what I have seen it's hit or miss... but then that could be said about any encapsulated coin.

    As far as early D mints, the 19D's and to a lesser extent the 20D's are usually pretty weak all over, the 18D's aren't bad, the 17D's tend to be weak on head, but the central details are generally decent on this coin. The bust is not a strike factor and should show no flatness or rub, nor should the eagle's neck feathers (breast feathers are frequently affected by strike, but not the prominent neck feathers). Also check the luster in the right obv field...the cartwheel should not be scuffed or broken.
    I suspect your coin was probably overgraded, not surprising for this TPG.
