1996 topps baseball promos?

anybody know anything about these?

i have a clear (no-writing) plastic-wrapped pack of 1996 topps card, with Hideo Nomo on one side and Thomas Howard on the other..

i cant see the card #s or anything on the backs of the cards, and it looks like there are maybe 8-10 cards in the pack?

the only pictures of 1996 Topps Hideo Nomo cards i can find have a different pose.. wtf?

is this some kind of promo set?

1996 Topps Pre-Production

This set of promo cards was reportedly included in some 1995 Topps factory
Hobby sets as an unadvertised insert.

Cards are in the format of the forthcoming 1996 issue but do not have 1995 stats or
career updates, and are numbered with a “PP” prefix.
