Is There a "Surefire" way to Determine a Proof vs. Business Strike IHC...

As mentioned in my other thread, I visited a coin shop today in SJ. They had a 1902 "Uncirculated" IHC for sale. The coin was definitely uncirculated and actually pretty nice - prob 63.7 and maybe a 64. My first reaction when seeing it was that it had the coloration of a proof. Upon further inspection, I was 70% confident that it in fact was a proof example - sections of the fields, where the original red remained, seemed to have mirror like surfaces although I couldn't be sure if the strike was "hammered" enough to be a proof. To make a long story short, I didn't buy the coin because it was overpriced for a business strike example although underpriced if in fact a proof.

Is there a surefire way to tell a circulated IHC from a proof example?
