Why does the US Mint use the description "Proof Clad" on the COA of the modern commems????

Confusing terminology...it's either a Proof or it BU Clad.... yes?

    If you're referring to the half dollar commems, it's because they aren't silver.

    Because they are not Proof Silver or Proof Gold.

    Well, actually the '82 and '93 halves are 90% silver

    There are proof coins struck in non-silver and non-gold(State Qtrs, Copper, etc). That doesn't answer the question.
