Submission Help

Yesterday, my father gave my sons a box full of packs. Most of them were junk from the late 80's early 90's but the boys loved them. In the bottom of the box were a couple of cards for me. First, there was a Connie Mack All-Stars Eddie Collins. It is in decent shape but has a surface wrinkle on the front. Probably will grade a 3 or 4. Under that were 2 1951 Topps Blue Back panels. I have seen Red Back panels but never the Blue Back. I am guessing that these panels, as well as the Connie Mack All Star need to be submitted as tall boys. Can anyone tell me if this is correct? Also, can anyone give me a pop report on the panels?
