declared value on submissions

if you have a card that you believe is mint, would you put down the raw book value or if you have the graded card investor put down a mint value? Would that affect your submission?

As long as the number is not understated for purposes
of lowering the grading fee, any number you want the
    card insured for is fine.

I think the declared value is mainly used for insurance reasons during transportation (also to specify service level). What I do is estimate what the cards market value is in its respective condition and declare that as its value.

I agree, this is what I did on my last submission.
