1991 Action Packed Football question

I just came across a stack of 1991 Action Packed Football.

What was odd about the stack is that it only contained Seahawks, Redskins, 49ers, Chargers, and Bucs cards (full of duplicates), as well as the checklist cards.

Were these promo cards of any type, or was there just some odd collation, or was somebody who collected those only interested in those teams?

I keep thinking that there was some kind of promo involving those teams, but I just can't recall 18 years later, and it never came up again until now.

Does anybody have any info on those specific teams from that set? Thanks in advance!
