1979 Baseball Favorites "No Longer Grading"?

I am putting together an autographed card submission, and I have a signed 1979 Baseball Favorites 1953 Bowman #76 Satchiel Paige (listed in SCD's annual book). On the PSA Population Report, it says there are 4 cards graded from this set, then it says "No Longer Grading." Does this mean that I can't send this card in using the $20 Grading and Authentication service, and that I would instead have to send it to PSA/DNA for the $75 listed on the fee schedule for Paige? If this is indeed the case, then why would they be choosing to no longer encapsulate cards from this set?
