When is it ever NOT shady to bid under multiple ebay IDs?

I just sold about $35 across several auctions to an ebayer who registered today. Turns out this same guy won $60 worth of stuff under a different ID last week. The same guy also won $15 worth of stuff the week before under this same ID.

He also won 2 auctions almost a month ago under a different ID which he paid for then filed an 'item not received' case against me because I forgot 2 items he purchased off of ebay. I immediately sent those items (w/ dc and included several bonuses - for the trouble) and have asked multiple times since for him to close the case and pay for what he's won under his other ID to which he's yet to respond.

This is getting insane and I'm not sure what to do in order to avoid having him leave me a bunch of negatives in retaliation. Is there any time this is ever justified?

I wouldn't say it never is shady, it depends on what the motive is.

In general I have no problem with it.

    Good for you.

That's what I am having trouble understanding. Why create a new (3rd) ID and bid on my auctions when you have unpaid winnings (dating back to 5/30) from your 2 other ID's? Am I really jumping the gun here?

This guy has an 'item not received' case open against me despite having (delivery confirmed) his items. He won't respond through the case or to the messages I send with his invoices.

At what point do I report him (if necessary) and how do I protect myself from retaliatory negative feedback?

The first thing that came to my mind:

When you don't want registry competiton to "bid you up" just because they know it's you.

Now the ID he registered today is NARU'd.

Not saying your bidder wasn't being shady but it's not always shady to bid under multiple id's. I do it all the time.

And that was definitely part of my initial question because I couldn't think of a scenario where it would be necessary beyond something shady, but that's interesting to know. Now I'm just pissed that I am likely out of over $100 because I didn't act on this much earlier.

I think you answered your own question.

He was trying to throw you off hoping you would not realize it. For whatever reason.

In the case you describe I'd say it was shady.

IF you put his first ID on your BBL, he can be prevented from
    leaving NEGs using subsequent IDs.

    ........

I would BBL all of his IDs and call EBAY and PayPal.

PP will dismiss his INR and release your funds, once
    they see your DC #.

    .........

I have many IDs and have not done anything shady with any of them.

Sometimes, I want to buy/sell something and not have anybody know it's me.

Sometimes, I want the item I buy shipped to a different addy than the one
    on my "main" IDs.

    .....................

    EBAY is a cesspool.

Unfortunately, even in my little corner of the ebay universe.

I emailed ebay and will call tomorrow. It just really sucks that I am out the money on these auctions. $100 would've really helped in settling this month's ebay tab.

    EDIT*

Surprise! His phone number that he registered with isn't real.

EBAY will NARU him for that.
