Quick Paypal Question - Can a buyer from Taiwan file a claim on me on "Item Not Received"?
I sold a Chris Paul auto letter patch card for $61+ to someone in Taiwan on Ebay. I sent it May 29th with a copy of the Customs Declaration. Delivery Confirmation is not an option for overseas. Now, I get an email from the guy say he hasn't gotten the card. Can he win a claim on Paypal?

I think you could have used global express and received a DC.
I know it costs and for a 61.00 may not have been worth it.

It is very possible that the customer is telling the truth.

If it is less then 30 days I'd ask the customer to be patient.
I once had a situation where after 10- 14 days a buyer claimed he did not get the item I mailed.
I politely explained to him that after 30 days if he still had not received it I'd refund him.
He did and I did.
In any event 61.00 is not that much of a loss.

Sadly, it is so.
Some buyers who REALLY want the item are willing to pay
the $30+ tab, regardless of the item's value.
It is important to note that EMI is also the ONLY acceptable
way to ship an international, non-EBAY PayPal transaction.
The bottom line - on or off EBAY - the seller MUST be able to
prove delivery via online-viewable docs or he will lose an INR claim.
