Ebay question about shipping damage- for the experts

I am fairly new to selling on EBAY. I sold an item (not cards). I packed the item securely with boxes inside the main box and air pillows. No insurance was purchased. The buyer has informed me that there was damage to some of the plastic pieces ( and provided pics). What is Ebay's policy with regards to a situation like this? Thanks for your advice in advance. USPS, FedEx and UPS all damage packages every day. They won't pay claims if the item wasn't protected enough. So insurance might not have helped you anyway.
After seeing the inside of processing plants for all 3 shippers, I try to package things good enough that they will survive a 3 foot drop of a bowling ball wrapped in bricks.

The seller is obligated to make sure that all items sold
are safely delivered - as advertised - to the buyer.
In a PayPal transaction on EBAY that ends in a broken item being
delivered, the purchase of insurance protects the seller, NOT the buyer.

Ask the buyer what he wants you to do to "make it right."
If he wants a full refund, I might make him return the item at his
expense. Or, I might pay the freight. Depends on if he is pleasant or
obnoxious.
(If he files a SNAD claim at PayPal, they will make him pay the return freight, and
they will make you refund him the full amount he paid you, including S+H.)
If he wants a partial refund, I might let him keep the item and give him
what he wants. I would also ask him to please leave me positive FB and
5-stars. I would, of course, apologize for his disappointment/inconvenience.

In general, requests for "partial refunds" should not be granted, but when
a buyer produces pictures of a broken item a PR is often the best solution.
(Make sure the pics are of YOUR item, and not some carp he already had.)

Purchase insurance next time. It is on you to get the item to the buyer in the condition stated.
If need be add insurance to the shipping price.

PayPal does not decide SNAD claims. in transactions that take
place outside of EBAY.
PayPal ONLY decides INR claims, in transactions that take
place outside of EBAY.
A timely INR claim should result in a refund, IF the seller did
not have proof of delivery of the SMR and cards.

Wow - I thought paypal transactions were guaranteed. If there is no DC, than paypal should refund the money and chase down the guy themselves.

If he closed a PP account to save $25, he must need it worse than you do.
Off-EBAY transactions using PayPal are REALLY safe for the seller and not so
safe for the buyer.
In an EBAY transaction that involves a corrupt seller closing his PP account
to avoid a refund, PP makes the refund and tries to collect from the bad
seller.
In an off-EBAY transaction that involves a corrupt seller closing his PP account
to avoid a refund, PP seldom makes a serious effort to collect from the bad seller
AND they do NOT make refunds to the shafted buyer. They ONLY make refunds
in such transactions if the seller has a money-good account at the time of the
claim.
If such a busted PP-deal is paid with a credit card, the buyer has recourse through
his credit card issuer.

That's some crooked dealing. Who's the seller? Is he still on these boards?

May have only been $25 but how do you know the next time it won't be $250? Announcing a name may save someone else the trouble.
Also, I'd have him return the entire item if he wanted a refund.
