The dime, Half and quarters will be silver in the silver set.

The dime, quarters and half are 90% silver in the silver proof sets.

The proof set lists 1 lincoln cent but has a pic of four? Will these be the copper ones?

All four will be included in both sets. They will be copper.

The difference is if you want to fill the Dansco albums with proofs you need both the clad and silver to complete it.

i don't think so, unless you think there will be a shortage, but then when is first come first served at the US MINT or PBFC?

It seems like they got their stuff together for the 2nd series of cents. I think those were shipped FIFO.
