need some help regarding May review special

can't call customer service today and i have a question. the example set forth by PSA was that i could get reviewed a graded card for $3.50 (half of regular bulk submission price of $7.00). Furthermore, info on this special states that the half price deal is good whether you submit one card or a hundred:
"50% off on all service levels for Reviews! Take advantage of the unprecedented savings whether you have 1 card or 100 cards to submit.
Any currently graded PSA-card can be submitted for review at half the regular price. All service levels and any type of sports and non-sports cards are acceptable. Turnaround varies with the service level.
For example, you can submit your cards for as low as $3.50, which is half the regular $7 fee (when submitting under our 100 card bulk service for cards valued under $100 each). Under our normal 100 card bulk service your cost would be 100 x $7 = $700 with this special, the cost would only be $350.00!"
My Question: for the $3.50 price does that still mean i must submit a minimum of 100 graded cards?
