Browsing the "What If" scenario's, I came across this:

BTW, this only appears on the Washington and Adams Presidential Dollar coins.

I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

<< <i>That is an interesting question. My guess, and it is only a guess; The Washington's were the first FDOI's slabbed. PCGS may have made an early adjustment and changed the name from mintage to issue. Not sure why they would change the coin number. >>
If I did not know better I would agree with you but the First Day of Mintage number is "higher" than the First Day of Issue number and I do not recall seeing this particular designation in previous "What If" scenarios.
Additionally, I've done bulk submissions on Monroe and Madison Fiorst Day coin covers yet that designation does not show up in either of those series.

The PCGS Registry Team responded that the coin # 151027 was a "DUplicate" number and has been deleted but it still shows up as having 2 coins assigned to it.

According to PCGS's Web Page:
3. U.S. Mint Official American Presidency $1 Coin Cover Series. These are First Day of Issue Covers sold by the U.S. Mint, each containing two coins (one from Philadelphia, one from Denver), both from the first day of production. The holder is stamped and postmarked on the official first day of issue (see below). Coins will be removed from the holder and graded separately. The original shipping boxes need not be sealed, but the covers must be submitted intact and unopened. A minimum of 50 covers may be submitted through the Bulk Submissions program. PCGS is currently developing an option for encapsulating the entire cover. PCGS does not offer a First Day of Mintage (or Production) option.
