<< <i>I've also have a problem getting a photo down to 10K that isnt absolutely tiny. >>
Do you use MS Office? I have the 2003 version (I think that is what it is) and I use the "Microsoft Office Picture Manager" that comes with it. Easiest thing for me to resize and compress that I have found.
I bought an edition of Office strictly for Picture mgr (there's a crazy story there). didnt need it (Office) otherwise.
To get down to finishing touches, I had free software- no longer available- to get great small images. Nothing I've tried to do with my pix in PMgr has worked so far (the tiny image I'm using is below 10k, but nothing larger)
I'll play some more. (several yrs ago I was preparing lots of pix- came to rely on 2nd software finish) I'm sure it has to do with technique, somehow.
WILL WORK FOR CENTS, QUARTERS, HALVES, DOLLARS....
a friend pointed out, a few minutes ago, the key photoshop (elements) feature I had overlooked. and in a minute or two, I had nice clear images suitable for icons. Looks like "Upload Day" is over, however. ....

save this image into your pictures and then use the upload browse on the profile settings and it should work fine
edit is 100x100 the right size?
