Raw MS Toned Early Lincolns - How many have been submitted and body bagged for AT or questionable co

When I go to shows I routinely see large numbers of pre 1934 toned, raw MS Lincolns. Since the values on these coins can be very steep, why are they not slabbed?
I assume many have been submitted and rejected by TPGs for AT or questionable color. Thus the reason why they remain raw. How common is this?
