Why is there no true 'basic' Ichiro set?

I was looking over the sets listed for Ichiro and I see a Master set and something called a 'Basic + Collector Issues' Set (which I don't understand, since they look nearly identical). Can any of the Ichio collectors tell me why this basic+ set was chosen over a true basic set? His play years in MLB started in 2001, but this set has cards from his playing days in Japan.

If I wanted to put together a true 'basic' set, what would be the best way to go about that? I don't think a true 'basic' set should have any auto or game used cards in them.

I'd love any and all input on this project.

There are some base rookie cards that contain an auto, a GU or both, SPx comes to mind and is a key card
    in any Ichiro set.

    True...

But PSA is willing to create "Basic Topps Sets" if you like. Those will only be his basic Topps cards every year from his US playing days. You should request the set if you're that interested.

Thanks for the info, but what I'm most interested in is a wider variety of his cards. To me, a 'basic' set should consist of base cards from widely available packs. I don't think the SPx auto (heck any auto for that matter) or any game used, redemption, or numbered cards should be in a basic set.

Would I need to put together this set myself and submit it, or does PSA have that info on hand? I've already gone through all the 2001 cards and come up with (what I think, anyways) to be a nice selection of cards.

    I think it's racism

edited to say that I'm kidding, and I am not saying PSA is racist.
