paypal - bank reversal/held funds question

I sold a $24 item on ebay (sunday), buyer paid via paypal (monday), I shipped tuesday - USPS first-class w/o DC. I'm guessing it was delivered yesterday.

Yesterday I receive an email from paypal stating:
We were recently notified that a payment you received was reversed by the buyer’s bank. A bank reversal can be requested by the bank itself or the bank account holder.

I'm thinking that the buyer saw that I did not use DC, and did a chargeback knowing that I had no proof of delivery.

I always use DC for $50+, and SC for $250+

I understand that I risked shipping it that way and assume that I'm out the $24.
But, since it never hurts to ask, is there anything I can do now?
Does this mean the buyer will leave neg feedback, saying he never got the item?

    That pretty well sums up what happens when the current crop
    of SCUM masquerading as buyers is given ALL of the power in
    a transaction.

    Of course, it is possible that the e-check simply bounced and the
    buyer will make it good for you.

    It is NEVER a good idea to send an unknown EBAY buyer merch
    w/o using DC. Many of them think that items w/o DC are GIFTS.

    Yup. Pretty common happening.


    Important to note that IF the seller conforms to the
    PayPal requirements for the "Seller Protection Plan,"
    the seller will generally not lose their money.

    IF PP confirms that payment has been received and
    it is "ok to ship," the seller is protected from such a
    reversla IF he complied with the SP terms; in this
    case, DC would have likely solved the problem.

    The important thing in these instances is to share the buyer's ID, so that we can all block them!!

    1st I would contact the buyer , paypal may have initiated this on their own. I paid for a 4k item once and the seller shipped and paypal reversed the payment citing it as a high risk transaction based on the payment size and how long the paypal account was opened. I did not initiate it and I already had the goods in my hands so it could not have been too high risk. I have heard of other cases like this as well

    Why do sellers take this risk?
    Paypal only charges .18 cents for DC when you print out the labels.

    if you use a bubble mailer, why not print out addy from paypal transaction as the dc will only cost you 18 cents instead of the normal 75 cents ?? 1-3 cards in toploaders cost s me 1.17 and .18 =1.35 and you are good to go.. just my 2 cents.. ivan

    I don't much disagree with that, but in some item categories
    it is sorta like trying to drain the ocean with a spoon.

    I am often editing my BBLs through toolhaus --- to make room for new scumsters.

    (There is a TH program that removes NARUd buyers from BBLs.
    The risk in using it is that if you have a bad buyer who later bids
    with another ID - and you have removed his old ID from the BBL -
    he cannot be reported to EBAY as an "unwelcome bidder." Thus,
    he can scam you again.)

    I haven't gotten around to printing the labels yet, but I will now. Never knew it was cheaper to do it that way.

    Call Paypal, i had a similar situation where the held my funds when there was an issue with the buyers institution. However, i did use DC and they released my funds under the get this "seller protection plan".............LOL! I did get my money though. You cant go wrong using DC for any $$ amoount at only .18

    you don't even need label paper just print it out on regular paper and then tape it to the package. Quick, simple, easy, and safe!
