21 Day eBay PayPal Hold?

If I were to sell something on eBay and I have a Feedback rating of 91 (100% Positives) will eBay do the Seller 21 day hold thing?

    Generally, no holds at that point EXCEPT in high-risk categories.

    Electronics and designer-fashion are considered "high risk."

    I have been an account holder since February 2003. I am quite sure that last August 2008 I sold tickets and my Positive Feedback was approximately 85 (100% Positive) and they didn't hold payment for 21 days. Do you know when they instituted this practice?
