Somewhat OT - Need help IDing two Chinese factory notes

I've posted these before, years ago and got some pretty good leads from you guys. I just dug them out again recently and was wondering if you guys might be able to add any new info?

Sumnom got pretty far with this one, even found a mention online. I just listed this one on ebay, more as a fishing expedition for more info than a serious attempt to sell.

    Here's the old thread.

    On the second one: It's likely from Wangyuan in Shantung prov., it's good for 1000 cash (tiao), Chen-Hua Hair Net Company is named on it, there is no serial # and the real mystery part - they are not payable when the lights are on(?!)

    The first was likely from a town called Jinkou, uncertain province.
