Best way to package binder full of cards for shipping?

I recently received a set in a binder that appeared to be well-packaged. However, the ring holes in the top couple of sheets had ripped out, allowing those sheets to slide around, damaging a couple of cards in the process.
I'm wondering what are good ways to package binders full of cards. (Cards are in 9-pocket sheets).
The one I received was double boxed. The inside box snugly held the binder. Still, somehow those binder pages got ripped loose from the binder rings.
I don't want to make the same mistake should I ever ship a binder full of 9-pocket sheets and cards.

2 - Place one rigid piece of cardboard on the bottom of the page stack and one on top.
3 - Every 5 pages or so within the stack, place a sheet of less rigid cardboard
4 - Find a way of binding the total stack together. I cut cardboard strips like bands and secure them, in both directions, around the stack.
5 - wrap the entire stack tightly in bubble wrap
There may be a better way, but when I'm transporting my binders over long distances, this is what I do for the most part. I've never shipped a binder through the mail though.
In fact, I use cardboard and plastic dividers always, even when the pages are in the binders.
