Whats wrong with this bust dime?

This is a strange looking coin. What has been done to it? Is that a cud on the reverse?

Yes, this is a cud on the reverse. Decent coin!

Yes, it's a CUD, and actually one of the more available CUD's on Bust Dimes.

BUT, this is definitely not a decent coin. The details are ALL mushy, which to suggests a cleaning which has since been darked.
Mushy details are not normal for this die variety/die state (especially with this much detail remaining). Therefore, to me this is a problem coin.

Yes, thats what I find odd about it. You called it "mushy" my wife says "melty" the face just looks weird to me. So its cleaned and retoned you think??
