I don't find it in Grove's "Medals of Mexico". Probably translates to The City Belongs to Everyone.

About the size of a Morgan.
I bought it from a coin dealer and I don't think he knew what it was either.
He said its silver but its not indicated anywhere, maybe he thought this because of its toning.
He said its a yearly token but there is no date.
He also said they are similar to the Onza's and I find that hard to believe
