I recocognise the man in the picture and I think it was from the Sunday comics. I think she is saying Chuck, not chick.

I believe it's Jiggs and Maggie in Bringing Up Father of the 40's. Only one that comes close enough to me.

Looks like a newspaper strip plate but it could be anything from an illustration to an advertisement. The style is somewhat reminiscent of a feature called Harold Teen from the Tribune Syndicate. Regardless, plates and other production material turn up regularly but do not have much demand.
