If it was purchased from the Mexican Mint, then it cannot, simply CANNOT be bullion. No way, no how.

I expect bullion made expressly to serve as bullion to be marked with it's metal content and weight.

The sheild? on the one side looks like one of the designs from the Mexico State coin program but kind of crudely done.

weird coin it has no monetary value placed on it ..or bullion weight.

No year, no mention if its silver or anything

Neither a coin (no country of orgin, denomination, etc is shown) nor is it bullion (no weight, fineness, etc is shown). Looks like a medal.

Sounds right - unless there is edge lettering, nice looking too.
