Doubling on an unknown medal

Here's another curious piece. It's from the Citizen's Executive Committee, District of Columbia...there's a 1871 date on the lower ribbon. The lettering of the top half of the piece is repunched and exhibits quite a spread. It's 35mm in diameter and appears to be copper or bronze. The reverse is either coated with solder (it seems a bit thin though), or it's a uniface piece that was soldered onto something - or maybe there's another explanation for the silver colored reverse that's devoid of detail. Any ideas?
