shifted eagle does pcgs recognize these?

I have a 1882-cc morgan which appears to have a shifted eagle. Does pcgs recognize this? if I send it in to be slabbed do I send it for "error" service grading? or is
a shifted eagle not uncommon?

Let me help you out with the pics, and are you referring to a rotated reverse when you say shifted eagle?
