I bought this coin for my 7070. But, the more I look at it the more I think I would rather see it in a PCGS slab. Would this make XF and is the surface original?

Definitely cleaned, but I wouldn't preclude that it wouldn't slab. I have seen MANY cleaned seated dollars in major TPG holders. That said, I would not submit this coin, since your real goal is completing your 7070 album anyway, and there is a good chance it BB's if it were submitted.
Many Seated Dollars come impaired and many of these coins also happen make it into slabs. This coin on a good day might get "curved" into holder but otherwise, it'll come back in a genuine holder for being cleaned.
Thanks. So in other words that type of cleaning would not show a disturbed surface, just the overall color of the coin. And from these pics, people think that this is probably not a natural color for the coin to be?
The 1842 in the pics above looks to be a cleaned/dipped VF30. The pics you reference for the 1847 show more detail in Liberty's head and significantly more detail on the reverse (sheild details and eagle feathers in the neck). The surfaces appear to have more "skin" or natural looking patina as well. While I can't rule out the possibility that it was dipped long ago, it has since retoned to a much more natural look. I'd put the 1842 into an album and forget about it. It's perfect for a 7070 type set.
Here's mine for comparison. I grade it VF30 and have been told it has original surfaces. That being said, I still can't rule out an old light cleaning:

Obviously I realize that one has more detail than mine does. I am referring to the color. IMO, the surface of my coin has the exact same color as the one in that slab. Your coin in the picture I think has a foreign substance on it. Grease, dirt something. I bet if you put MS70 on it a bunch of gunk would come off.

With a silver coin that is 166 years old, there is a very good chance that at some point in its life, its been dipped in silver cleaner........
How is this coin different that mine??

Nope, cleaned (as in lightly polished) not dipped.
