Ken, what in your mind limits the coin to a 64? If it's that area around E. Pluribus Unum, I'm not sure what is going on in the photo, as the luster flows completely through that area in real life.

From the photo and granted it is only a photo I see what you are talking about plus something on the cheek and neck. The small rim bumps do not help either. The diagonal bands on the reverse also appear to have some small hits.

Note: NCI grading in the late 1980s was not based on current standards so any comparison is invalid unless it is for historical purposes. Too bad they stabled the flip to the certificate...it was a nice certificate before that.
