yup. something that developed while the coin was in the holder. I'd guess PCGS wouldn't slab a spotted spud as 65.
edited to add: If you look carefully, it looks like there is a sort of tiny black head in the center of the spot. Maybe a slabber breathed (or blew) on it prior to sealing. Maybe a tiny carbon spot gone horribly wrong.
Wonder if this sold at Heratige recently where a better pic might be available.
I don't think it is corrosion. PCGS didn't think it was corrosion either because they won't certify corroded coins as far as I know. Looks like a black toning spot. It is near the rim and doesn't bother me. If it bothers you don't bid. It might hurt resale value a bit.
Can't really tell from the blinding photos, but if it were me, I'd look for a sharp, problem-free AU-58 for about the same money. That spot would always bug me when looking at the coin, and make it much harder to sell down the line also.
