Process for recouping money on an e-bay transaction?

Bought a card on ebay via paypal 10 days ago. No response from the seller since, even though I've sent e-mails. How do I go about getting my money back?

log onto your paypal account and click on the tranaction...theres an option where u can file a complaint about an item not received.
