Questions about Modern grading/first strike/unopened boxes

Can you request that only 70's are slabbed and anything else be returned in the mint capsule(to go back in the mint packaging)?What do you have to do to get the first strike designation? Has anyone ever recieved the wrong coins from the us mint?I ask as I'm a little paranoid about not opening and verifying the Fedex box contents due to my limited but very unsatisfactory experiences with the mint.
