it is looser then packs I have seen.. I am not familiar with this issue

Looks fine to me. I have a few 89 Fleer cellos with rookies and stars showing that were pulled from case fresh boxes that are loosely wrapped just like that one.

Also have some with stars/rookies that I put aside back in 1989 and being loose isn't a problem.
