Request for cleaning advice - 1907(P) US-PI 50 Ctvs

I bought this item (for AU money), even though it was advertised as "Choice BU Flashy". (Actually, the seller had the description in all caps) I have not received it yet, but if the seller's pic was badly taken and there truely is luster there, then I made out like a bandit. My question though, is looking at the picture, there appears to be a whole lot of crud that I believe will come off with acetone. But if it doesn't, can anyone suggest another tactic that won't damage the coin. I just want the crud off, particularly the crud on and near the lady's head, but I have no problems with toning. In fact, I actually prefer toning over being "blast white". However, I would be curious as to others' opinions regarding what the blue areas near the rim on the reverse are. Could that be natural toning?

My $$$ would be on PVC.
Acetone would take care of it, but the toning may come as well.
