1. As a buyer, there's nothing you can do to force a seller to mail a card.
2. As a seller, there's nothing you can do to force a buyer to pay for a card.

(I believe these statements to be generally true.)

With that in mind, I submitted an offer for a card. My offer was accepted. I then receive the following email from the seller ...

"hello there i apoligize but there must a misunderstanding on my part,the card was not allowed to be a bidding less than $40 and the offer was accepted,i cannot let the card go for less than $70,please contact me back so we can resolve this matter.thankyou"

His email is not quite coherent. But even my uneducated self knows that, essentially, he is saying that he will not be mailing the card even though I have already sent payment. I suppose I could have fought it, but then look above to No. 1. (Paypal is in the process of refunding my payment.)

Quick for the more educated sellers out there. On a Buy It Now/Best Offer, can you set it up so that the system AUTOMATICALLY accepts an offer of at least XXXX dollars?

You CAN set that up automatically.

Edited to add that you can also set it up to automatically reject offers below a certain amount.

Sounds like he made a mistake on the option to reject bids under a certain amount,probably reversed it...Let it go, he made a mistake...

How close is $70 to the BIN price?

The BIN was $90.00. I submitted my offer of $40.00, which was accepted here. Then I got the email and now it is relisted again here with the same BIN of $90.00. At $70.00, that's not too bad of a deal. But I think I'll pass.

Sounds like the seller simply checked the wrong box on his auto reject.

Woulda been a steal at $40 for sure. Even $70 isn't bad except the tilt might be bothersome.
