DO reholders need to have separate return shipping?

are they considered separate submissions requiring separate return shipping fees OR

can you piggyback them on any submission, paying only 1 return fee...

You can send them with your regular submission (in the same box) However, they need to go on a separate sub form and you need to pay the shipping.

It's a different service
