Why no 59 Bednarik?

Wondering how card companies decide who to put on cardboard..and who to leave off?

There is a 48,49,50,51,52,53,54,55,56,57,58,60,61, but no 59???hmm??????

    Why no 1952, 1953, 1954, 1955, 1956 Dick Lane?
    Why no 1952 Motley?
    Why no 1952 Glenn Davis?
    Why no 1955 Otto Graham?

    Bednarik is a little different case...
    Bowman and topps did not include Lane until 1957, so no break in sequence.
    52 Motley is a break in sequence too like Bednarik, just not long term
    Glenn Davis no 53 or later so no break in sequence
    Graham retired but decided to come back so his sequence makes sense

    but Bednarik is puzzling....he has cards for 11 years, then no card, then 2 more years..that is puzzling to me...
