i just shipped a legacy set, told person at the counter i want to send first class with del. conf.
he checks weight and states its over 1 lb and says it has to go priority. rings it up and its $14.90

Flat rate envelope and print postage online.

Big bulky items are a pain to ship.
On the other hand, if you could have wrapped it in bubble wrap and then reinforced the Flat Rate envelope with clear packing tape, you coulda sent it for about $9.60 online.

nope, no insurance. i don`t know what the set weighs but when boxed up with Styrofoam peanuts it was over 1lb. clerk tells me anything over 1lb has to go priority. there is no way this set would fit in a flat rate envelope. its appox. 15x15x1.5 and when i ship i make sure it is well padded.

Actually, anything over 13 ounces has to go by Priority Mail, but close enough for government work.
edited to add... it could go Parcel Post or Express Mail, too.

Cost depends on where the package is shipped from and to. For a 2 lb. priority mail package with delivery confirmation going from California to Maine, the postage is $8.90.

Priority is NOT REQUIRED for delivery or signature confirmation. I mail first class coin shipments regularly with delivery and signature confirmation.
Anything over approx. $600 in insured value its probably better to go registered (much safer, but slower). At $600 plus, regisitered is in most case no more expensive and some times cheaper. If it is over 13 oz., registered has to be "priority" registered rate. Less than 13 oz. you get the cheaper registered "first class" rate. Both are slower delivery time (registered priority doesn't get priority delivery, just the higher priority mailing rate.)
For me to mail a 1 oz slabbed coin valued at $1,200 it cost $17.32 (registered, first class). I just mailed a slabbed 4 coin buffalo set with mint case (1 lb. 8 oz) with $3,725 insurance and it cost $26.15 (registered priority because it was over 13 oz.)
Anytime you're mailing a lot of weight and you don't need the security of "registered," it is better to use the priority flat rate shipping box.
Anything over 13 oz. is priority rate. You can also save a little by requesting "electronic return receipt" for $1 and it works the same as signature confirmation which cost more. I verified with paypal that the "electronic return receipt" is acceptable to them in a claim action. "Electronic return receipt" allows you to have the post office email you (upon request) a pdf of the actual signature if you have a claim. Paypal can also request the same PDF from the P.O. with the claim number you provide to paypal.
Paypal will not accept delivery confirmation as proof of delivery. They require something that they can access independently and electronically on-line such as signature confirmation or the cheaper electronic return receipt.
Go online to usps.com and order all the free priority mailing boxes, labels and envelopes you want. They even deliver them to your house.

If that's what you're getting, you're choosing the 1st class option. Anything over 13 oz. can NOT be sent 1st class, it must be priority (or any higher level). That's PayPal or the USPS site or your local post office.

You can use delivery confirmation with first class packages. It's not a PayPal thing- it's available to anybody.
