Help with Autograph and COA - thanks

Long story short, a friend of mine bought a ball off ebay with a single signature of Pee Wee Reese. It was advertised with a COA, but it came without one. After going through ebay a letter was sent from a company called Ball Four Sports in New Jersey. He thinks the signature looks good but is questioning the letter and therefore the purchase overall.
I explained that COA's are a dime a dozen and only as good as the person who wrote it. I used UD,PSA, or Stiener as very reputable names and explained that there really was no legal standard that I know of for a COA.
My question is has anyone heard of or dealt with Ball Four Sports in Jersey? I am trying to get the auction number from him to do my own DD for him. Any help would be fine. My over all advise was... If you don't think it's real, or have doubts, then send it back but I am checking it out for him. Any advise or knowledge of Ball Four would be appreciated.

There is s a BALL FOUR SPORTS out of Milwaulkee. Most reputable auction houses or collector's stores have an internet address these days. I could not find any out of New Jersy with that name.
I would consisder the signed ball as a uncertified collectable at face value.

Just because an autograph is from a lower tier hall of famer or a lesser known player does not mean it was not forged. Always do your homework! For example I collect Carl Willey cards and autographs. I have probably 50+ Carlton autographs, every one was in person except for one which is a team signed ball. I go to Carltons house and get my stuff signed, so I know his signature better than any other autograph I collect. But I have found several forged autographs, including this ONE on a popular baseball statics site. I even went so far as to contact the web master/owner about it. He pretty much told me I was wrong and to mind my own buisness. So much for trying to help out, I just don't want people getting bad information. And for the record, I have seen several in this handwriting and have shown them to Carlton. He said they are NOT his signature.
Why would someone forge an autograph that is worth at best a few bucks? My only guess is because that is a few bucks in their pockets. Do that a few hundred times and you got a nice little profit going. I guess my point to this post is just to always do your homework and not just assume because of the name it's real.
